About me
Julia is an accomplished environmental and administrative law attorney with over a decade of experience in water policy, permitting, and litigation. She previously served as Interim General Counsel and as Special Counsel to the General Counsel at the South Florida Water Management District, where she practiced administrative litigation involving environmental resource and water use permitting, and advised on state and federal water quality standards, including the Clean Water Act, the Everglades Forever Act, and the National Pollutant Discharge Elimination System (NPDES) program.
Prior to that, she served as the District’s Managing Attorney, overseeing a team of attorneys across areas including permitting, restoration, federal compliance, procurement, and tribal relations. She also advised the District's participation in the Technical Oversight Committee, a critical body created under a 1988 federal consent decree to safeguard water quality in the Everglades.
Her earlier experience includes serving as Assistant General Counsel in the Litigation Defense Section at the Florida Department of Environmental Protection and as an Economic Regulations attorney at the Florida Public Service Commission.
Julia is a member of the Executive Councils of the Florida Bar's Environmental & Land Use Law and Administrative Law Sections, a Board Member of the Tampa Bay Chapter of the Florida Association of Environmental Professionals, and a Committee Co-Chair of the Hillsborough County Bar’s Environmental and Land Use Law Conference Committee. She received her J.D. from Stetson University College of Law in 2012, and a B.A. in Psychology from the University of South Florida in 2009.
