About me
Kimberly “Kim” Shugar is an experienced policy specialist with more than 25 years of experience addressing complex challenges in the water, environmental, resilience and agricultural policy areas. At the Arrow Group, she currently advises clients on policy matters and government affairs.
Kim has an extensive public service background, including senior leadership roles at the Florida Department of Environmental Protection, where she led statewide water quality initiatives. Additionally, she has been responsible for critical restoration priorities including the Everglades, Lake Okeechobee, Florida springs, estuaries and disaster recovery. Kim has served as a policy chief at the Florida House of Representatives, where she collaborated with policymakers and stakeholders to craft effective policies.
She spent over four years as a local government natural resource manager that included guiding community planning efforts. She also served as co-project manager for disaster recovery and development of an internationally recognized flood resiliency project—Resilient St. Vrain—to restore the city’s major greenway and improve the St. Vrain Creek channel.
At the South Florida Water Management District, Kim held leadership positions focused on enhancing intergovernmental relations and building consensus for policy development in the areas of land acquisition and management, sustainability, regional water supply planning, and natural resource restoration.
Kim also has experience leading a nonprofit by educating and advocating for water treatment technologies.
